Similar to other WoW classes, a major rogue talent build will focus on one of these 3 talent-tree: Assassination, Combat, or Subtlety. This guide will focus on Combat path with some points mixed into other two trees to support the main talent.

Improved Sinister Strike (2/2): Reduce the Energy Cost for Sinister Strike
Dual Wield Specialization (5/5): Boost the damage from offhand weapon by 50%. With the new Rogue ability to wield axe, you can create an Orc Rogue, equip him with two enchanted axes and enjoy the advantage of his Axe Specialization.

Blade Twisting (2/2): Add 10% damage to your Backstab and Sinister Strike.
Vitality (3/3): Increase Energy Regeneration by 25%.
Adrenaline Rush (1/1): During 5 seconds period, you'll get extra Energy Regeneration.
Throwing Specialization (2/2): Enhance range of Deadly Throw and gives it 100% possibilities to interrupt the target for 3 seconds.
Combat Potency (5/5): Gives your successful offhand melee attack 20% to generate 15 Energy.
Surprise Attack (1/1): Makes your opponent can't dodge your finishing move. It also increases various finishing moves damages by 10%.
Savage Combat (2/2): Boost total attack power by 4% and boost damage to poisoned enemies.
Prey on the Weak (5/5): Increase critical strike damage by 20% whenever your target has fewer health than you.
Killing Spree (1/1): Step over the shadows from enemy to enemy within 10 yards, assaulting an enemy every .5 seconds using both weapons until five attacks have been executed; all the damage during this skill is raised by 20%. This talent and Fan of Knives Spell are your AoE skill and enable you to put poison on many targets.
For the remainder of the points, I suggest that you invest in these talents:

Malice (5/5): increase the probability to do a critical strike.
Ruthlessness (3/3): Gives finishing moves 60% chance to put a combo point at your target.
Blood Spatter (2/2): Boost both of Rupture and Garrote by 30%.
Subtlety
Relentless Strike (5/5): Give your finishing moves 20% probability per combo point to add 25 energy.
Using this Rogue talent build, you can easily adapt to various situation by swapping weapons; it also complemented by Throwing Specialization talent that will increase the survivability rate of your Combat Rogue. It is best used by Orc Rogue since he/she can use Axe Specialization, Hack and Slash, and Lightning Reflexes, which is a powerful combination.
